Decode a binary signal using differential coding technique.

Description 
The Differential Decoder block decodes the binary input signal. The output of the Differential Decoder block is the decoded binary signal.
The block's input m and output d are related by
where tk is the kth time step.
The input can be either a scalar, a sample-based vector, or a frame-based row vector. This block processes each vector element independently.
