The Heaviest Box

Given a matrix a, find the square submatrix b of identical numbers whose sum is the largest. So when

a = [ 1 2 3 3 3;
      2 2 3 3 3;
      8 8 3 3 3;
      8 8 1 1 2]

you should return

b = 32

There is a 3x3 square submatrix of 3s, but it sums to 27. The 2x2 submatrix of 8s sums to 32. Submatrices are assumed to have more than one row.
