Why am I unable to use certain keys such as "}" on international keyboards in MATLAB 6.5 (R13) for Windows?

Why am I unable to use certain keys such as "}" on international keyboards in MATLAB 6.5 (R13) for Windows?
When I hit the "}" key the computer beeps without printing a "}" character on the screen.
This behavior occurs in the command window and the editor/debugger within MATLAB 6.5 (R13).

This issue was addressed in Release 14 (R14).
