I am looking for the Connections library in Release 13, Service Pack 1. However, I am not able to find it.

The Connections library has been removed in SimPowerSystems 3.0 (R13SP1) and later versions because of some major enhancements. The Blockset now uses physical modeling ports instead of regular Simulink ports on many of the blocks.
The following sections in the documentation describe the changes and process for updating models created in older versions.
If you are using Release 14, see the following:
SimPowerSystems 3.0 Release Notes :: Upgrading from an Earlier Release
web([docroot '/toolbox/physmod/powersys/rn/power13+_3-03.html'])
(You can copy and paste the above command into the MATLAB command window to bring up the documentation.)
If you are using Release 13, see the following:
SimPowerSystems 3.0 Release Notes :: Upgrading from an Earlier Release
web([docroot '/toolbox/physmod/powersys/../../../base/relnotes/powersys/power13+_3-03.html'])
