How can I specify the matlab.ini file used by the MATLAB Notebook to be located only in the preferences directory?

There are two copies of the matlab.ini file in most installations of MATLAB where the MATLAB Notebook has been configured -- one in the directory listed in the WINDIR environmental variable, and one in the directory given by the PREFDIR function. I would like to know if the two INI-files can be combined into one.

This enhancement has been incorporated in Release 14 Service Pack 3 (R14SP3). For previous product releases, read below for any possible workarounds:
The ability to store the matlab.ini file for Notebook solely in the preferences directory is not available in MATLAB 6.5.1 (R13SP1).
There are currently no known workarounds.
