I am considering purchasing SimRF and/or RF Toolbox, and I would like to have a detailed explanation of the differences between these two products, including features and use cases.

At a high level, RF Toolbox is used in MATLAB, and the primary use case of RF Toolbox is circuit analysis, while SimRF is used in Simulink, and the primary use case of SimRF is circuit simulation:
Analysis - Calculating the overall properties of a circuit theoretically. Determining the overall power gain or the calculating the equivalent impedance of a circuit are examples of circuit analysis.
Simulation - Determining the response of a circuit over time to some input. The final result is some time domain signal (or set of signals).
You can think of RF Toolbox as a product that adds RF analysis functions to the MATLAB library, and the SimRF product builds upon this foundation to extend that capability to time domain simulation.
