Loadlibrary unable to find 'prototypes.pl'

In all my matlab versions, loadlibrary suddenly ceased to work today because which('prototypes.pl') returns empty. Given that I didn't go around deleting random files in my matlab root, does anyone have any idea what could have gone wrong, and how I could recover from this?
Is there a default prototypes.pl that I can restore to some location in my matlab root?

Note: The operating system is a 64 bit Windows 7 one. No known or intentional changes were made to the computer during the time that loadlibrary last worked, and now.

prototypes.pl should be located in the directory fullfile(matlabroot,'/toolbox/matlab/general/private') because it is in a private directory which will not find it but which private/prototypes.pl should.
If the file is there then check to make sure that you are getting loadlibrary from toolbox/matlab/general and not from somewhere else with which loadlibrary.
