Does a university site license allow access to Matlab on the Web?

I am a professor at a university that pays for a university-wide Matlab site license, but when I try to log onto to Matlab on the Web I get the following message:

"Unable to login because user has no entitlements associated with activation key."

The answer to a previous Matlab support question implies that only classroom laboratory licenses provide access to this product.

Doesn't a general site license supersede a laboratory license?

Site licenses are not documented. What little has trickled down to me is that each site license is custom designed. You would thus need to talk to either sales or licensing people.
