api520_openwatc13.lib does not exist and cannot be made from existing files

I receive the following error message when trying to bild a model within R2008a/xPXTarget using WATCOM 1.3 compiler and ARINC Simulink blocks:
" api520_openwatc13.lib does not exist and cannot be made from existing files "
