Road Detection with moving camera mounted on the roof of the car?

Can any one tell me the pure algorithm to detect the side line and central lines of Road in a video taken from the roof of the car, and the car is moving along the road. The background is changing with every frame.

Probably not. When it comes to image processing, there is seldom a pure algorithm suitable for all situations. For example, it would not surprise me if you needed to use a different algorithm for night driving than for daytime driving -- and it would not entirely surprise me if a different algorithm was needed for a period near dusk.
