Why do I get a horizontal instead of waterfall BER vs SNR plot in SIMULINK?

I a trying to plot the BER performance using Monte Carlo from bertool .. as in the image below from the system model shown (attached) .. It seems that the BER value is constant over the Eb/No interval..
Please help!
