How to allign all normals as outwards and remove unfaithful normals

I have the scatter3 plot of a bunch of points. I have used pca on each point using nearest neighbors to find out the normals. Most of these normals are correct but there are a few normals that go haywire, also half of these normals are inwards and half are outwards I want to. 1. Plot all normals as outward normals 2. Filter out the unfaithful normals Need help
