How can I predict a balloon path (wind drift data) given the ascent and descent rate?

Given: ascent rate-1000ft/min descent rate-1200ft/min u and v formula-u and v are the horizontal components of the wind velocity

Without knowing more about the problem at hand i would start with the kinematic equations.

Are u and v functions based on altitude? How long (or high) does the balloon go before descending? Have you written any code so far for this? Even an outline of how you would go about it?
