Why do I get a 'javalauncher.dll' error message when attempting to launch the MATLAB Installer?

I am trying to install MATLAB, and the Installer is failing with the following error message:
ERROR: unable to locate javalauncher.dll

This error can occur if your installer's files are corrupt or located in a non-local location.
To resolve the error, try copying the Installer onto your local machine. If the issue persists, please re-download or re-extract the installer directly onto the machine in question.
