How to make cross-correlation matrix from 2 vectors of different length?

Hi everyone,
I have a problem with cross-correlation matrix, I hope to get your helps.
I have 2 vectors that are of different length. The size of A vector is 21*1 and B is 9*1
I need to make cross-correlation matrix betwwen 2 vectors.
How can I make this matrix?
I greatly appreciate every your comment or advice.

Is there a time-stamp associated to those vectors, or an x to their y values? Otherwise you can't.

You are right. These vectors are associated with time-stamp.
