How can i write a time response to detect any Fault on my system?

Steps.
  1. Once an autorecloser switch detect any fault in the system it open for 3 seconds
  2. If the fault is transient then after 3 seconds it closed it again.
  3. If the fault is permanent the autoswitch tried to close it three times and at the fourth times the switch will be locked.
  4. Plot the output response
Please help.
