Image retrieval using local and globalfeatures.

Sir, i am doing my final year M.E project in image proceesing. in this am giving aquery image and am extracting local feature first a process called local feature for indexing. iam using labeled face in wild data set. can you tell me how to create a data set. i have downloaded the images from the data set which is available in net. also tell me how to extract local features?
