Tracking the motion of a shaker

I have a video of a black shaker with white background. the shaker is moving at 10Hz(10 cycles per second). the video has 20 fps. I want to track the motion of the shaker and calculate the time period. Any hints or guidelines which could help me accomplish this task? thanks!

What I have in mind is that the code should tell me at which frame the pixel coordinates of the top edge of shaker are at lowest, and at which frame the pixel coordinates of the top edge of shaker at maximum position. from this information I would be able to find the time period, which is my final requirement. Just need the right commands for achieving this task
