Why does MATLAB R2013a or later or Network License Manager fail to start on Fedora Linux?

When attempting to start MATLAB on Fedora Linux, it crashes. There are references in my crash dump to /usr/lib64/libhal.so.

MATLAB releases later than R2012b will not start on Fedora Linux if HAL is installed. In Fedora 16 HAL was dropped and the libhal can be safely removed. 
Prior to Fedora 15, HAL is required and can not be removed. 
The operating system will need to be updated to at least Fedora 15 order to run R2013a or later.
