How can I determine the angle from the horizontal plane along a 3D vector?

I am trying to determine the angle from the horizontal plane along a 3D vector. The image below shows the direction cosines of a 3D vector.

Here is another image detailing the particular angle (Q) that I would like to determine. The angle is directly along the 3D vector.
