use the rayleigh distribution to simulate the wind forecasts for wind production

I have a problem using the Rayleigh distribution to increase the probability of average values for the random function. When establish the wind speed limit to 22 m/s also establish a limit on the random function at 25 only to be a small gap 22-25, simulating when the wind speed is greater than the capacity of the turbine, if the wind speed exceeds 22 turbine does not produce. My problem is that when I run the program the random function chooses often amounts over 22, which should not happen because I'm using rayleigh distribution to change the odds. Thank you
