How to transfer a licence to a new computer?

Dear all,

I am having problems to transfer my Matlab student license to a new pc. I already deactivated the licence in the Mathworks account and uninstall the program from my old pc, but the message: "Error -2,002: The serial number you entered cannot be activated" pops out. I checked my account and no licence is activated. I already try restarting the pc and re installing the software, without results. What shoul I do? Is there a limited number of times you activate-deactivate a licence? In the past I deactivate-activate my licence when reformatting my old laptop.
