I have turned off firewall as the support article suggests but still nothing happens. I have tried to choose the offline option but do not have a license number or activation key. Would prefer to work off line than have to turn my firewall off every time. I have gone back in followed the normal activation path thru, got the licence number, but when I go back thru the offline path and enter the licence number there it comes up as invalid.

Not sure. Though it is covered by the FAQ: http://matlab.wikia.com/wiki/FAQ#During_installation.2C_the_installer_crashes.2C_hangs.2C_gives_an_error_message.2C_does_not_authenticate_your_license.2C_or_otherwise_does_finish_installing_correctly., i.e. call them.

Peter, if you go to MATLAB's "Contact us" link and pick the UK from the drop down list, you'll find the offices in Cambridge and Glasgow: http://www.mathworks.com/company/aboutus/contact_us/?country_sort=UK&geoloc=United%20Kingdom They should be able to help you. If not, just make an international call. But I think the office in Cambridge or Glasgow will be able to help. Good luck. None of us here can really help with installation or (especially) license issues, you need an official Mathworks employee for that.
