Solar Cell Charging Battery which powers lamp

I am to design a circuit which involves a solar cell charging a battery and once the power from the solar cell dips sufficiently the power from the battery is to power an incandescent lamp. Can anyone help me on how to achieve this? (In Simulink) Thanks
