Real Time Windows Target - Windows 8.1 64bit + R2013a

hy guys,
I have asked the following question in the "gomatlab" forum to, but there is now answer until now. Additionally I did a lot of internet research work.
I try to run a Real-Time Simulink model on my Notebook Samsung 870Z5E with Win 8.1 64 bit + Matlab 2013a 64bit.
But every time I execute to model, the same error (see screen shot attached) occurs:
I also checked the following commands: via "ver" it is confirmed that: Real-Time Windows Target Version 4.2 (R2013a) is available
"rtwho" says: Real-Time Windows Target installation is not complete. Please type 'rtwintgt -setup' to complete the installation.
after typing "rtwintgt -setup": The Real-Time Windows Target kernel has been successfully installed.
but if i ask by the command "rtwho" again: "...installation is not complete".
I tried to run the same model on another Notebook with Win 8.1, with the same depressing result. I know that the Simulink model is running on my desktop computer with win 7 64bit + R2013a 64bit @ the workplace.

I searched for the error message in the MathWorks support database - I could not find a good match. Looks like specialized knowledge is needed. While moving from a German language forum to this one increases the number of other users to help you by 10x to 20x, this type of question may be best for MathWorks Technical Support.
