Can anyone please translate the following pseudo-code into matlab code?

Here is the description of the cheapest insertion algorithm for rollon-rolloff vehicle routing problem. T_1,T_4,T_3 and T_2 represent for the types of trips.The description of the problem is in the attachment. I really dont have time to learn matlab. Please help me.Thanks so much.
