EMI emissions plot curve (limiting the varying data points)

I have a plot (EMI emissions plot ) with varying data points. See figure 1 below. I have to plot a curve outlining the green plot on upper limit to obtain a maximum curve (see figure 2) for it, How we can plot using matlab
