I want to use the function createpde.m in matlab but it seems that this function doesn't exist in the package of matlab. Indeed, when I write I=createpde(1) in the command window, the following answer is mentioned
>> model = createpde; Undefined function or variable 'createpde'.
Yours sincerely

I have MatLAB 2016a and in the list of application, PDE toolbox is visible, but when I click on that or run some command like 'createpde' and 'pdetool', message comes like "undefined function or variable." I have MatLAB with institute licence.
In the installation folder also, pde folder and m-files are there.

createpde is new in R2015a in the PDE Toolbox. Thus, if you are not on the current release with this toolbox installed it won't run and you'll need to upgrade/install pde.

Use the documentation for the version you have.
