How to get a function from summation

Hey, in a project we need to do now we try to use a summation on for the function f(n,m) and get a function h(m) which we can sum together with the function g(m) as seen below. Apparently it is impossible to use a regular summation and get a function as a result. How can I address this problem? Thanks!
