Can someone explain me the following segmentation code for number plates ? what technique is applied here ?

It is just looking for connected blobs with area between 200 and 30000.

It looks at the area of each blob, stats(index).Area, and if the area is between 200 and 30000, it extracts the bounding box of that blob out into its own image and then places that extracted image into one cell of a cell array called subimage.
