Mex compilation problems: "mexversion.rc" file not found

I am trying to compile a library on this link: http://vision.ucla.edu/vlg/.

During compilation (MATLAB R2013a) I get an error that the file "mexversion.rc" could not be found. It should be located in MATLABROOT\extern\include, but it is not there. You can also check the "Makefile.mak" on the provided link for more info.

Now I am wondering if this library is to old to compile with this version of matlab or is there a way?
