Why do I get the error -15 and 21 after installation?

I am installing R2015a from a CD. The license manager was setup on a server in our network. I did the following step and tell me if it's correct or not: I copied the "license.dat" from the server pc ($MATLAB$\etc) to my computer and direct the installer to that directory when I was asked for the location of the license. The installation was successful, but when I run Matlab, I got the error -15. I followed all the suggested solutions on this website and nothing works.
Then I did the following step again and tell me if it's correct: I copied the "license.dat" in the "etc" folder. I still got the error -15.
Then I copied the "license.dat" to the "license" folder, the error changed to -21.
Just to clarify my question, is it correct to copy the "license.dat" directly from the server pc or not? And please do not tell me to contact my administrator because this is a very general problem.

No, it is not correct to copy the license.dat file from the server. On the clients you should be setting up references to the server.
