There is more than one method, it appears, depending upon what you are trying to do.

For example, the abstract of one IEEE paper says,

"The proposed method computes a local activity measure, which is the difference between a pixel luminance and the average of its 3times3 neighborhood pixels' luminance weighted according to the spatial positioning."

I would imagine the weighting factors would be listed in the full paper.
