Rate limiter block is not running in Simulink Simscape model

Hi all, I have a servo motor model comprised of rate limiter, delay, and saturation blocks. While this combination of block work OK in the simple test model, I can not get it to run in large multibody model created in Simscape. The issue is with Rate Limiter block. When it is added to Simscale model, it will not compile. The big model runs OK without Rate Limiter though. Tried to use fixed timestep solver - did not help. Attached are script and test model and screenshot of the big model (can't post it for public access). Please advise
