In general, equations derived from programs need to be written in something like Lambda Calculus. You might be able to work out a piecewise() representation that you could then convert to a messy system involving a bunch of Heaviside.

It interpret your question such that you do not ask for the equation, but for the Matlab implementation.
It's pretty straightforward to code this into Matlab. This should get you started:
function y = approxphi(x)
v = [1.25 ... ]% add all the v's here as a vector
j = floor(min([abs(x)+0.5, 14]));
z = j; h = abs(x) - z; a = v(j+1);
b = ...
c = log(sqrt(2*pi))
for i = 2:2:24-j
end
