How can I draw an ellipse image, such that the ellipse can rotate on the background?

I'm attempting to create my own apparent motion illusion, but am VERY new to MATLAB (taking a Coursera course now).

From above, you can see that the image is simply a grid of ellipses of varying orientations. As a first step I would like to be able to create one image of a rotatable ellipse, and colour manipulation within this image is very important for the background and the black and white strips of the ellipse you can see in the example above.

Any help would be greatly appreciated.
