How to read column contains time in csv file and depends on the time i need to write some values in another columns

Hi ,
i am new to matlab work and i am exploring matlab . I have one csv file and contains the time value in column 'L' time _stamp . I want to read only time stamp and according to that in 's' column i want to write some values .please see attached file
