how do i open a dct image file?

ive been modifying this really bad game, Pizza Dude, and 90% of the files are DCTs. I don't have a problem converting an image file to .DCT, but I have a problem opening them. I can't find anything on google or any forums related to this, so I came here as a last resort.

What software are you using to convert the image to a dct file?
