How do I simulate a transmission line?

I have to do a simulation in MATLAB related to a transmission line. But I have problem because I do not know how to use the given formula to be use in the MATLAB. Below i include the picture for the question:

What is a ? Where does the formula have provision for inner radius and outer radius or for places beyond the outside of the cable?
