volumetric efficiency of a hydraulic pump

In steady state the inflow and outflow from a pump are the same even though the volumetric and overall efficiencies are less than 1.
In the transient part of the calculation decreasing the efficiency increases the time to steady state. Once steady state has been reached the efficiency doesn't have any effect.
Is this a bug, because the predicted phenomenon is not correct.
Any assistance is appreciated
