problem with how to get parameter of DC motor by using Arduino and Matlab Simulink

Hello everybody I have some problems relate to get parameter of DC motor by using Arduino and Matlab Simulink, I have searched on the Internet and I found one page what can help me to solve my problem, but I don't understand block Voltage Command To Pin in the figure 3, What is it? it can be function what I have to write or it is available in Matlab Simulink, Please help me!
