Can we find pixel value vector for a colour image using MATLAB?

pixel value vector or vector of an image does not mean anything. You'll have to be a lot clearer on what you're asking. Use examples, if needed.
You're allowed to use more than one sentence, you know. The onus is on you to make yourself understood, not on us to try to decipher what you mean.

Possibly, that's what you mean:
img = imread('peppers.png'); %read a demo image
rgbvalue = img(20, 30, :) %get rgb values of pixel at row 20, column 30
It's basic matrix indexing.
