I have found negative value of SNR(in dBc) of an ECG signal by using spectrum analyzer block in simulink.Is it correct?

That is normal. A negative dBc value simply means that the signal is weaker than the carrier.

thanks.how can i convert it to dB ? or can i use the value of dBc as a measure of improving SNR?

dB is defined as 10*log10(linear power ratio), yes the SNR improvement is often expressed in dB.
