Is there a time control for Serial Port I/O?

Any kinda help will be highly appreciated!!
I'm writing my programe using the serial port I/O. I am now able to read from instrument through serial port, but I wanna make it like read once every 5 second. I could not find info about how to achieve this. Can anyone give me a hint on this?
