matlab program to obtain a codebook

How to I generate a 16 - dimensional codebook of size 64 for the sena image,construct a vector as a 4x4 block of pixels in matlab?

I think it would help if you indicated what you mean by "codebook" in your context. What properties do you need the codebook to have?
