$19 is cheap for a back paper.
There's a half-page letter to a journal that I want to read, but it would cost me $48 :(
For a full paper like that, written by one of the experts in the field, $19 is a small fraction of the "opportunity cost" of trying to find and understand the topic from other sources.

There is a letter to a _newspaper_ that I would like to read but it will cost me 28 quid. I may break down someday and pay it.
