how can an image size be reduced so as to reduce the memory it occupies on the target hardware? does image compression mean jus reducing its intensity values or it also does reduce the memory space it occupies?

I need to use an image to be processed on FPGA which has only 4MB flash memory. so what approach will be helpful? I tried "dct" operation but didn't understand if it occupied less space.
