Model Reference Controller Block

i use model reference control block i just dont know how to generate the min and max reference value and the other paramaters, i looked at the help and i used the same robotarm parametres but i change the reference model and simulink plan model, i do generate the both data, the out put of the reference model folow the out put plan model, but whene i excute the simulink, i have the result not the same they are dont folow each the other.
