Why my simulink block 'serial configuration' shows up as a S-function?

Hi,
I am graduate student using standalone license matlab 2012a.
When I installed 32-bit matlab 2012a on a window xp computer, my simulink block 'serial configuration' shows up as a S-function. There are no options for port selection, baud rate or data bit. This is strange because I installed a 64-bit matlab 2012a on a win7 computer before and serial communication blocks works quite well.
Using ver command, I can see the license for Instrument Control Toolbox is available.
Instrument Control Toolbox Version 3.1 (R2012a)
In addition, other toolboxes like OPC toolbox, xpc target works quite well. I don't know what happens with my instrument control toolbox. Any helpful suggestions will be appreciated.
thanks,
Li
