I'd appreciate it if anyone with knowledge or experience of using matlab coding to model municipal drinking-water treatment plant (e.g. flocculators, filters, contact tanks, etc.) could point me to some resources - on-or-off-line, such as examples of who has done what, when and where - whether commercially available or in the public domain.

I suggest that you refer to the definitive guide to water treatment engineering book in your university library. There are many calculations shown in the examples throughout the entire nearly 2,000-page book.
